Odbeglo vozilo kojim je upravljala Izumi Jasaka, na putu ka zgradi Zavoda Javne Bezbednosti, prijavljeno je neposredno pre nego što je udarilo u zgradu. Izumi je savetnik koja je nedavno pobegla dok je radila u ustanovi za izolaciju i rehabilitaciju Latentnih Kriminalaca poznatom kao Utočište. Pre nego što inspektorke Mika Šimocuki i Akane Cunemori stignu da ispitaju osumljičenog, iz ustanove se izdaje iznenadni zahtev da se Izumi što pre vrati nazad. Protumačeno kao direktno naređenje šega i odbora u Utočištu, inpektori se povinuju, ali insistiraju da Izumi bude lično dovedena nazad. Cunemori namerava da dalje istražuje sa ostatkom timu u Zavodu.
